Another small conniption:

It’s always a changing environment that we’re dealing with, a changing threat environment, and one of our jobs is to be changing as well. It’s not a static world that we live in.
I’d just like to know what definition of “strong” we are talking about? AQ operating under franchise in more places now than what it was pre 9/11 makes it not as strong? AQ still at same size it was pre 9/11 makes it not as strong? AQ external operations still maintaining the same op-tempo (although in fairness having most of their efforts thwarted) makes it not as strong? AQ now becoming a movement that is frankly kicking our ar*ses in the media and propaganda realms makes it not as strong?
Am I missing something here?
